Agriculture initially fueled Savannah’s economy with early export commodities such as silk, indigo and cotton. Diversification in Savannah’s economy arrived in the early 20th century as heavy industry and manufacturing came into the region. In 1935, Union Camp Paper Company opened a mill upriver from the historic center of the city and within twelve years launched six paper machines, two bag plants and a box plant. Other paper companies based in Savannah include Brunswick Pulp and Paper, Gilman Paper Company, International Paper and West Virginia Pulp and Paper Company.

Savannah Shipyard developed a new shipyard on the city’s eastern region. However, it was taken over in 1942 by the United States Maritime Commission and assigned to Southeastern Shipbuilding Corporation. Eighty-eight Liberty ships were built out of this shipyard at an average cost of just over $2 million each.
