Dover, the capital of Delaware and the state’s second largest city, was founded in 1683 and is located on the St. Jones River in the Delaware River coastal plain. Delaware was the first of the thirteen original states to ratify the Constitution of the United States. This unanimous ratification took place in Dover on December 7, 1787, whereby Delaware became "The First State" of the new Federal Union. Completion of the Dover Highway in 1924 acted as a catalyst to develop infrastructure and to facilitate economic growth, however, Dover’s greatest periods of expansion occurred in the years following World War II.

Dover is home to one of the premier Historically Black Colleges and Universities (HBCU) in the country, Dover State College. The College, initially named The State College for Colored Students, was established in 1891 and graduated its first class of degree candidates in May of 1898. Dover’s first major non-agricultural industry was introduced to the city in 1937 when International Latex opened its doors. Within the decade, International Latex expanded and divided into four separate divisions: Metals, Playtex, Chemical and Pharmaceutical. Girdles, life vests, life rafts, pressurized helmets and pressurized suits were some of the products manufactured by these divisions. In the years immediately following World War II, Dover obtained land for the construction of an airport which later became Dover Air Force Base, one of the largest employers in the state and largest military freight terminals in the world. The base houses the 436th and 512th Airlift Wings as well as the U.S. military’s only mortuary located in the continental United States.

Today Dover is a thriving, growing community due to ongoing residential, commercial and industrial expansion. Major employers, such as Kraft Foods and Proctor & Gamble remain in the city. Two weekends a year, NASCAR stock car races are held at Dover International Speedway, temporarily making Dover the state’s largest city with over 100,000 spectators attending each race.

Georgia-Pacific affiliate Bestwall LLC is filing U.S. Chapter 11 bankruptcy for costs due to asbestos lawsuits brought against the company. In 1965, Georgia-Pacific acquired a joint compound maker that contained asbestos. Georgia-Pacific discontinued manufacturing the compound with asbestos in 1977, but the asbestos-containing product had already been in use for decades, and it was used in the construction of many homes, schools, and other buildings over the years.
