Like many southeastern cities, Milledgeville blossomed through the turn of the 20th century as the cotton and textile industries expanded. The boll weevil hit the Milledgeville area in 1915, wiping out the bulk of their cotton crops, however, Concord Fabrics and several other resilient companies still operate facilities in the city. In 1929, Georgia Power Company began construction of a dam which created the 15,000 acre lake now known as Lake Sinclair. However, the Great Depression delayed construction of the dam; it was not completed until 1953. The final cost of the dam was double the initial estimate. The lake community developed into an increasingly important part of Milledgeville’s social and economic identity. In following years, Georgia Power Company built Plant Harley, a coal-burning facility located on Lake Sinclair.
