Located in northwestern Pennsylvania, Wilkes Barre is a city in and the county seat of Luzerne County situated along the Susquehanna River, 100 miles northwest of Philadelphia. Named in honor of British Parliament members, John Wilkes and Isaac Barre, Wilkes Barre was settled and named in 1769 by Major John Durkee. Throughout its history, the city's name has gone through various spellings, including Wilkesbarre, Wilkesborough, Wilkesburg, Wilkesbarra, Wilkes Barry and Wilkes Berry. Wilkes Barre is home to more than 43,000 residents.

In the 1800s, Wilkes Barre's population exploded due to the discovery of anthracite coal, which earned the city the nickname of "The Diamond City". Eventually, the coal industry eventually declined. Most coal operations left Wilkes Barre by the end of World War II. The city entered into a decades-long decline, hastened by Hurricane Agnes in 1972.
