Located in the northwestern Wisconsin, Eau Claire is a city in and the county seat of Eau Claire county, although a small portion of the city lies in neighboring Chippewa County. Eau Claire is home to more than 65,000 residents making it the largest municipality in the northwestern portion of the state. The city was founded near the confluence of the Eau Claire and Chippewa rivers in 1856 and incorporated in 1872. In 2007, Eau Claire was named as one of the "100 Best Communities for Young People" by America's Promise and the city was among the first Tree Cities in Wisconsin, having been recognized as such since 1980. The University of Wisconsin-Eau Claire, Chippewa Valley Technical College, and Immanuel Lutheran College are all located in Eau Claire.

The lumber industry was largely responsible for Eau Claire's growth in the late 19th century. At one time, there were 22 sawmills operating in the city. In the early 1990s, several thousand manufacturing jobs were lost (due to the closure of the local Uniroyal tire plant). More recently, Eau Claire has diversified and expanded its economic base to include manufacturing, health care, education, information technologies, and retail trade.
