Nestled in the northern panhandle of West Virginia along the Ohio River, Moundsville is a small, family-based community with a strong blue-collar workforce, and a rich heritage and history. The city was named for the Grave Creek Mound, one of the largest conical type burial mounds in the United States, constructed by the Adena Indians more than 1000 years ago. Settled by Samuel & James Tomlinson in 1771, Moundsville serves as the seat of Marshall County, and is part of the Wheeling Metropolitan Statistical Area. Moundsville occupies 3.4 square miles, and is home to nearly 10,000 residents.

Fostoria Glass Company, specializing in hand blown glassworks, was headquartered in Moundsville from 1891 to 1986. Also, the West Virginia State Penitentiary operated in Moundsville from 1867 until it closed in 1995. Currently, the site is maintained as a tourist attraction and training facility.
