West Carrollton, Ohio

West Carrollton is a city on the Great Miami River in Ohio. Located in Montgomery County, the city has a population of 13,143 occupying a 6.5 square-mile area. For more than a century, papermaking has been West Carrollton's primary industry. In recent years, other West Carrollton businesses have included machine parts manufacturing, fuels and solvent recycling, and retail and service-related industries. Although it maintains a manufacturing base, West Carrollton today is largely residential.

West Carrollton’s early industrial endeavors included a distillery and flour mill. In 1859, the Eagle Mill began producing manila paper, and in 1871, George H. Friend purchased the flour mill and converted it into a straw paper mill, and later added pulp mills. The American Envelope Company began operations in 1895, followed a year or two later by the West Carrollton Parchment Company. The West Carrollton Parchment mill was purchased by Finnish paper company Ahlstrom in 2008, and continues to make vegetable parchment and waxed papers. American Envelope was acquired by Kimberly-Clark in 1959 and sold again in 1970. In 1984, Appleton Papers bought a West Carrollton mill that had been built in 1946 and was previously operated by the P.H. Glatfelter Company. By the early 20th century, West Carrollton had become one of Ohio’s largest paper manufacturing centers, with two active rail lines transporting goods and workers. Other paper companies active in West Carrollton in the 20th century include Miami Paper Company, the Miami Tablet Company, Cross Pointe Paper Corporation and Fraser Papers.
