Martins Ferry is the largest city in Belmont County, Ohio, with a population of almost 7,000. The city is located directly across the Ohio River from Wheeling, West Virginia. Martins Ferry sits on a pair of plateaus which divide the city into industrial and residential/commercial districts. The city's economy is a mix of manufacturing, healthcare and professional services, with key employers including East Ohio Regional Hospital, United Bancorp, Nickles Bakery and Wheeling-Pittsburgh Steel Corporation.

The earliest settlement in Martins Ferry dates to 1779, making it the oldest such settlement in Ohio. The street grid was laid out in 1835 by Ebenezer Martin, for whom the town was named, but the city was not officially incorporated until 1865. Glass manufacturing was an early industry in Martins Ferry, with the first glass works built in 1849. Others followed, including Fenton Art Glass, Excelsior Glass Works (later Buckeye Glass Company), and Northwood Glass Company, which specialized in molded cold-painted glass pieces now known as "goofus glass". By 1910, most of these companies had moved or gone out of business and steel and tin rose in prominence. In 1894, the Laughlin Nail Works built a tin plate mill, which was acquired by the American Tin Plate Company in 1898. By 1905, it had become the Laughlin plant of American Sheet & Tin Plate Company. In 1903, the Wheeling Steel & Iron Company established a sheet mill in Martins Ferry. The company became Wheeling-Pittsburgh Steel Corporation in 1968. The Martins Ferry mill was acquired by RG Steel in 2011.
