Initially known as "Little Fort," the village became the county seat in 1841, and was incorporated as Waukegan in 1849. Agriculture and shipping formed Waukegan's early economic base, with Lake Michigan providing easy access to Chicago. After the arrival of the railroad in 1855, Waukegan also developed as a manufacturing center, becoming a city in 1859. Beer brewing, meat packing and shipbuilding were among the early manufacturing efforts. In the 20th century, Waukegan became more heavily industrialized. The Johns-Manville Company produced insulation and construction materials, including asbestos-cement pipe, at their lakefront plant from 1918 until about 1985. Outboard Marine Company (later OMC) was founded in 1929 by the inventor of Evinrude boat motors. OMC declared bankruptcy in 2000.
