The city of Santa Cruz is the county seat of Santa Cruz County, California. Located on Monterey Bay, it is the largest city in Santa Cruz County, with a population of just under 60,000. Settled as a mission by the Spanish in 1791, Santa Cruz was incorporated as a city in 1866. One of Santa Cruz's earliest industries, agriculture, continues to be a key part of the city's economy, as Santa Cruz has become a center for organic farming. Higher education, tourism and biotechnology are also well-represented. Among the city's top employers are the University of California, Santa Cruz, the Santa Cruz Beach Boardwalk amusement park, and Plantronics.

Santa Cruz began to develop industrially around 1848, with the arrival of blacksmith Elihu Anthony. In addition to a small foundry, Anthony also built a hotel and general store, and sold parcels of land to the men who worked there. The establishment of railroad lines in 1876 and 1881 brought workers to Santa Cruz and provided market access for the city's timber, leather and limestone industries. Changing technology and dwindling resources caused all three industries to decline by the early 20th century, although meatpackers Walti, Shilling & Company, founded in 1892, remained in business until 1977. Santa Cruz next attempted to recreate itself as a resort destination, leading to the construction of the Santa Cruz Beach Boardwalk around 1903. By mid-century, manufacturing had returned to the area; Lipton Tea, Wrigley's chewing gum and Texas Instruments all operated factories in Santa Cruz. By the early 21st century, those factories had closed, and Santa Cruz was again becoming a center of tourism, drawing visitors to its watersports, state parks and world-class surfing spots.
